Ever since AmCham Taipei began conducting its Business Climate Survey, executives in Taiwan multinationals annually identify "creativity/ability to innovate" and "ability to take initiative" as one of the least developed competencies among Taiwan talents. The same executives also identify Taiwan talents as highly trustworthy and industrious. What can explain this apparent paradox: that Taiwan talents are both hard-working and lack initiative, for example?
